David F. Richards
received his B. S. in Business Administration in 1970 from Kansas State
University. In 1972, he earned his Juris Doctorate from the University
of Kansas School Law. He became licensed in the State of Kansas in 1972
and the State of New Mexico in 1973.
Mr. Richards served as
an active duty Judge Advocate in the United States Air Force from 1972
to 1976. Thereafter, he continued to serve in the Air Force Reserves
until his retirement in 1997 at the rank of Lieutenant Colonel. He was
a partner in Rowley, Hammond & Richards Law Firm from 1976 through
1981. In 1981, Mr. Richards became a partner in Garrett & Richards Law
Firm. In 1990, Mr. Richards became a shareholder in Van Soelen, Greig &
Richards, P.A., the predecessor of the current Greig & Richards, P.A..
Mr. Richards has been
counsel for the City of Clovis since 1984. He has also represented the
Clovis Municipal School District since 1990, and the Clovis Community
College since 1997. Mr. Richards was designated by the State Bar of New
Mexico in 2005 as one of the initial attorneys in the State of New
Mexico with the certification as a “Local Government” specialist. Mr.
Richards also has vast experience in commercial law, banking and real
estate. His efforts have been primarily creditor representation;
including, real estate foreclosure. He has also represented clients in
land use and employment law matters.
In addition to his law
practice, Mr. Richards has also been active in numerous community
organizations. He has served as a director of the Court Appointed
Special Advocate (CASA) organization. He has been a long term member of
the Curry/Roosevelt Chamber of Commerce, serving in several capacities.
Mr. Richards has been an active member of a local organization known as
the Committee of Fifty that coordinates community support for Cannon Air
Force Base. In addition to serving many years on the Executive
Committee, he was Chairman in 2001 and 2007. Mr. Richards has also been
a member of the Clovis Noonday Kiwanis.
Mr. Richards is licensed
to practice before the United States Supreme Court, the Tenth Circuit
Court of Appeals, the U.S. Tax Court, the United States Court of
Military Appeals and all State and Federal Courts in New Mexico and
Kansas. He is currently a member of the following professional
